Government Emergency Ordinance no. 29

Purpose: economic and fiscal budgetary measures to mitigate the negative impact on economy of COVID-19.

Main measures:

  • deferred payment for small and medium-sized enterprises (SME) for utilities and rent for premises used as headquarters or secondary offices, if (i) their activity is totally or partially interrupted due to the measures adopted by the authorities during the state of emergency, and (ii) they obtained an emergency situation certificate;
  • force majeure may be claimed against SMEs for other ongoing agreements, only after a prior attempt to renegotiate such agreements; any unforeseeable, absolutely invincible and unavoidable event, resulting from an action of the authorities in implementing the measures imposed for preventing and controlling the spread of COVID-19 pandemic, and which affected the activity of SMEs ascertained by an emergency situation certificate, shall be presumed a force majeure case (until proven otherwise);
